Правительства РФ № 583 от 10.07.2013 «Об обеспечении доступа к общедоступной информации о деятельности государственных органов и органов местного самоуправления в информационно‑телекоммуникационной сети Интернет в форме открытых данных» и др. Растет объем грантового фонда для поддержки социально ориентированных НКО, реализуется множество НИР, направленных на изучение опыта и разработку новых механизмов общественного участия.

Зарубежные и российские социологи фиксируют одинаковые тенденции снижения у населения интереса к политике. В 2007 г. в странах ЕС интерес к политике проявляли 67 % населения и 32 % – не интересуются политикой; в России эти цифры соответственно – 63 % и 22 % населения.
